Introduction to the field:
Public administration as an academic discipline has been changing for many years. There are many examples today in the field of Independent School of Public Administration in universities. The scientific background of public administration in the late nineteenth and early twentieth centuries is still changing and failing to overcome its infancy. In contrast, disputes over the identity of the field of public administration have increased and intensified over the years. During the last few decades, the pathology of public administration in the late 1960s by Waldo as a science in shaping the deadly crisis of identity has not changed much. Other scholars also point out that modern state management is increasingly self-confident in both science and profession. This lack manifests itself in different ways, most notably because of the inability to guide governments through the process of public policy change. Much of the knowledge available in public administration is gained through social tests, policy errors and learning from them on how to better serve citizens. In fact, science is potentially in search of new knowledge, providing better definitions of relevant public and administrative problems, employing sophisticated professional methods, and most importantly guiding all available resources in order to provide useful and successful suggestions for Professional people. In other words, the primary purpose of science is to develop a comprehensive theoretical framework for transparent, efficient, effective, and efficient government systems. Such a goal cannot be achieved without a comprehensive understanding of the diversity, complexity and interdisciplinary nature of public administration science.
